I will show that a new type of "magnetic" dual gravitational charges generate redundant symmetry transformations which are not part of the standard group of diffeomorphisms. General Relativity is therefore shown to possess an additional gauge symmetry of the metric which reveals, in turn, a wide class of new IR phenomena. Abstract
